Effective planning absolutely requires a well-defined framework, and that framework begins with establishing appropriate timeframes for your analysis and setting specific, measurable goals for what you aim to achieve.
This section will guide you through this critical initial step. We’ll discuss the concept of planning horizons, which are essentially the future timeframes you're looking at. These are typically categorized: short-term (perhaps under 5 years, often aligning with immediate operational planning needs or near-term capital projects), medium-term (say, 5-15 years, for more significant system upgrades or expansions), and long-term (often 15 years or more, geared towards comprehensive master planning and major strategic shifts in your system's development).
